Did you try another skin?
(in order to make sure that is not skin issue, eg skin compatible with tv with overscan enabled by default).

The skin I always use is PLi-HD.
As you suggested I tried other skins: Satdreamgr-HD-TranspBA and PLi-FullNightHD.
As I do not normally use these skins, I am not sure but I think the OSD is also smaller than it should be. Have a look at the photos I have taken and try to see the size of the OSD. For now, I only managed to upload 2 files.
But here is an interesting observation I found on PLi-FullNightHD (I'm not sure but perhaps the same can be observed on the other skins).
When I go to Menu - Setup - System - Testscreens, an enlarged screen (correct size, I think) is visible just before the first testscreen appears.
Please note all this happens with osdpositionsetup uninstalled.
I re-installed osdpositionsetup and now the skin size is correct (which means it fills the whole screen).
But probably, the same will happen after a power cut.
So my observation is that this plugin correctly enlarges OSD (to fill the whole TV screen) but at the same time it enlarges the video (and somehow distorts the skin) after a power cut, at least on my ET9000. And then only a box restart (not GUI restart) will bring the video and the skin to the correct size.
